I bought an iPhone 7 but it has an activation lock on it and I can not seem to contact the person I purchased it from

Am i totally at a lost if I bought an iPhone with an activation lock and can not get in contact with the person who sold it

only the previous owner can help you. You can't do otherwise.

I think you're out of luck.

Neither we (just users like you) nor Apple can help you, sorry, unless you are the original owner and you still have the proof of purchase (receipt/invoice).

Shouldn’t be this case, activation lock can be removed only by the previous owner, with the credentials that were used to activate that iPhone/iPad. Without those credentials, that device is useless to you.

Return it, if you can.
