Must create text boxes in Preview?

I use Preview to fill out docs for work (can't be done in adobe, etc for security reasons/locked from editing there) and up until recently I could just click a line and start typing. Recently tho, it won't let me type without creating a text box for each line. This gets incredibly annoying when filling out detailed work docs. I've scoured the settings and the internet and I canNOT figure this out. SOS??

It looks like to previous work documents were PDF and Form Fillable. Meaning, the areas that require being filled out will allow just typing the information into to field. The newer PDF file are not longer formatted as Fillable. Thus, it requires to long process of creating a Text Box for each areas that requires information.
