iOS 12.4.8 is the maximum for your device, there is no newer version of iOS 12. And even if there is a 12.4.9 one day, that will be a bug fix update only. For iOS 13 and 14 you need a new, current gen iPhone.

It cannot update past iOS 12. If you need a newer iOS version, you will need a newer phone.
It is as high as that device can go.
