Holding the side button still activates Siri BUT HEY SIRI STILL DOES NOT WORK. What do I do

IF by turned on you mean under siri/search the button listen for Hey Siri is turned on Yes

Turn it off, restart your phone, and turn it back on. You will be prompted to set it up again.
