When I go to update, it says updated to IOS 10.3.3 an will not let me update to any other IOS like IOS 12

I been trying every thing to update to IOS 12 an my I Pad just says already updated to 10.3.3

Perhaps your iPad (most likely an iPad 4th generation) cannot support iOS versions beyond the one that's curently running on it, because of hardware incompatibility.
