Is the phone asking for the passcode? Or is it asking for an Apple ID password to activate it?

If it’s a passcode, it will have to be erased following this article:

If you forgot the Passcode of your iOS device, or it is disabled:

If it’s actually asking for an Apple ID password to unlock, follow this:

Turn off Activation Lock:
