Remove someone else Apple ID

I bought a used iPad from a guy on the streets but I didn’t know he didn’t remove the Apple ID first. Now I can still use the iPad but can I remove their Apple ID and icloud account from device

Unless you know the Apple ID and password, you can't remove it. Eventually, you can get an Activation Lock if their ID isn't removed.

You need to contact the previous owner to have them log out of iCloud or go to https://www.icloud.com/find/ and erase the device, then remove it from their account. If you can’t do that, the device is useless. Apple won't unlock it.
