How do you remove an old card from the “Add Card” menu in the Wallet App?

Whenever I setup a new iPhone/Apple Watch/iPad/etc. from backup and go through the Wallet setup it cycles through all the cards it remembers. There are some cards in that menu that are no longer current cards. These old cards also come up whenever you go into the “Add Card” menu to set up a new card. This has been this way for as long as I can remember. I have two cards stuck in this state that I don’t know how to remove from my iCloud account. There doesn’t appear to be any way to remove a card from this list.

I am not talking about an active card you can select and scroll down to the bottom and select Remove this card.
