How do I upgrade the software on my mac book pro from sierra 10.12.6 to high sierra 10.13.6. I got the download for 10.13.6 but the system keeps telling me I need 10.13 installed first.

Back up your data, check your applications for compatibility, and download High Sierra through the link provided. The dmg available in Apple's Knowledge Base is an updater and cannot be used for a full-version upgrade.
