There is no Apple Pencil which is supported on iPad Mini 4 or iPad Mini 2 (since you referred to 4 in your subject, but 2 in the question.

The latest Mini which is Apple Pencil Capable is iPad Mini 5.

You can buy aftermarket devices, which work with some degree of success. Adonit is a brand you could look at.
