Setting up new iphone when you cannot access 2-factor authentication.

My daughter's iPhone was destroyed (by water). I got her a new iPhone, but cannot activate it because it requires multi-factor authentication. She does not have any other apple device. Her old phone is the trusted phone number so it cannot receive a code via text. We know her username and password but that isn't enough!!!! We use family sharing, does that provide any way to solve this?
