A PDF cannot be directly converted to Pages without a rubbish view, or at all. Recommend you take the PDF into MS Word DOCX document format first. Here are your options:

  1. Upload the PDF to Google Drive, and open it with Google Docs. Then download the opened PDF as a converted MS Word .docx that can then be opened in Pages. (free)
  2. Copy/paste the content of the opened PDF in Preview into an open Pages document. (free)
  3. Open the PDF in MS Word 16.31 or later and let Word convert the PDF to .docx, and then open the .docx in Pages. (free if you already have access to that version (or later) of MS Word)
  4. Find someone that has Adobe Acrobat Pro (editor) and have them convert the PDF to Word .docx, for subsequent opening in Pages. (free if you find someone with Acrobat Pro).
  5. Purchase a PDF Editor from the Mac App Store (e.g. PDFpen/PDFpenPro, etc.) that can convert PDF into Word .docx. Only practical for volume conversions not satisfied by preceding items above.
