I can’t pay at app store

I have MasterCard from Egyptian bank why I can’t pay

Because Apple Pay is not supported in Africa. If you are talking about Apple ID payment method then go here - Change, add, or remove Apple ID payment methods and here - If your payment method is declined in the App Store or iTunes Store
