My tv is displaying the desktop picture but not any icons or windows.

When I connect my 2019 MacBook Pro to my tv through HDMI adapter the desktop image shows up but not any of the icons on the desktop. The bar on top shows up grayed out. I opened system preferences and that shows up. If I open a window in Chrome that does not show.

You are likely in Extended Desktop mode. Drag a window or open app to the external display.
