I messed up my internal ssd partition on my MBP Late 2013. And now can not get into it. It works great with Catalina so I urgently need to create a bootable USB to reinstall the OS. What I get at home is only a Windows PC. What I am supposed to do in order to fix my computer?

Okay,i did something like this on my Windows computer (Windows 10) before,but it did not hinder what I did.
The tools I have used are TransMac and UUbyte DMG Editor.
If you are doing it for the first time, you can try UUbyte DMG Editor first, because in a way, it does better.

It is often recommended to connect the Mac via ethernet cable directly to the router when doing Internet recovery. (And ask rest of the household to stay away from the shared net if it is not very fast...).
Since you can't download macOS from a PC you can't create a USB installer.

I tried that but it is too slow. It has been 7 hours and only 20% or also completed.
Try DiskMaker X. It's easy and saved me once where I really messed up a HD. You'll need a functioning computer to download the software onto a USB drive. Easy too...
