Return it to the store, within the restriction of the number of days you have to return it. You can only return within a certain number of days.
Who is the Seller?
If purchased off of a Web site (i.e. eBay), then contact the site, seeing if the seller can be held accountable for a scam.
Reset the SMC 2-4 times with all external peripherals disconnected. If it still won't work, then please replace the keyboard, no they are not serviceable.
