Phone silence when locked

Those features are only relevant if you have do not disturb turned on, not off.

Have you also checked Silence Unknown Callers in Settings/Phone? Checked the Mute switch above the volume controls? Checked that the volume is up? Checked that Attention Aware is off?

Thats because it’s not under General. It’s at the top level in Settings, 4 down from General.
