My computer is low on memory

A warning keeps popping up on my MacBook Air saying that it is low on memory, I have deleted all my photos and closed all the tabs and applications. I cannot close the warning now and I have restarted and shut down my MacBook multiple times. What's the problem with my MacBook?

MacBook Air 13″, macOS 10.15

Try booting in safe mode.
