how do you get a new password for activation lock. can not remember password or passcode

trying to recover my sisters ipad information for her; she doesn't remember any. hasn't used ipad since retirement. I have finally got pass the passcode lock out but don't know password foe activation lock screen

After entering passcode on an ipad it is saying enter the (forgotten) ID and password. It isn ot linked to another device. Re: My husband's Ipad. After entering passcode, the "Activation Lock" screen is on. He does not remember what the ID or password is and we can't get pass that screen. It is not connected to his iphone which was purchased after the ipad. Is there a solution?
