I've used MacOS for years. To open a new Chrome window, I right click on the Chrome Icon, and there was a menu item "Open New Window". Since upgrade to Big Sur (11.0.1), it's GONE!
Really annoying!!! I guess Apple is trying to force us to use Safari :-(

Try a FRESH Install of Chrome:
Looking at your screenshot, try uninstalling Chrome, and then Reinstalling it.

I had the same issue and didnt fancy doing the uninstall/re-install thing...
Updated Chrome to the latest version and all is back to normal
