apple watch S1 & iphone 6plus

Watch won't pair with iphone6 plus, it said phone needs update but it has the latest for it 12.4.

ios 13 n/a

Need help pairing.

If the watch has WatchOS6 on it then you require a phone with at least ios13 on it,your phone won't go past ios12.
