Useful link by Dialabrain. Adobe didn't test your version. So I guess it'll be a wait and see.
Actually, since there are some problems with v.2021, it is likely there are more with v.2019 if it runs at all.

Do you have any suggestions for a photoshop editor? I’m wanting to get into digital scrapbooking and had PSE 19 but it won’t even open after I did the update to BIg Sur.

I'm using the Affinity software. Photo, Designer & Publisher.
Look them up in the App Store.
They have 30% discount at the moment as well because of Black Friday.
Affinity Photo & Pixelmator Pro both work in Big Sur.
