Picture messages

I have a IPhone XR. Here recently, my phone will not allow me to send pictures through text (not iMessage, that works fine.) I have turned off MMS and turned it back on. I have also turned my cellar data on and off. Help?

MMS messaging requires both the iPhone settings you mentioned, as well as permission to use MMS from your cellular carrier. This may cost extra.
