Reporting a lost/stolen iPhone without the iPhone.

How can you report an iPhone lost/stolen when you try to sign into iCloud.com but when you try to sign in, it asks for a Two-Factor Authentication code that is needed from the lost/stolen iPhone? If you don't have the iPhone to get the code, I'm locked out of my own account unless I have the lost/stolen iPhone. This is for someone who only has an iPhone and not a Macbook since I know MacBooks also display the code on the screen when you attempt to sign in.

Try logging into iCloud.com/Find.
