I saw the tutorial for how to add another email account to my Mail app, but my phone does not have the "Accounts" section in Mail Settings shown in the tutorial or in the example animation. How would I add a second email account?

In the older iOS, you need to go to Settings>Passwords & Accounts. That is where you need to go to add an Email account.
