if you mean your sim card is locked Use a SIM PIN for your iPhone or iPad - Apple Support

read the "If you forgot or don't know your SIM PIN" part

if you mean your iphone is disabled If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
