How to reset apple watch without the paired iphone

I did not unpair my apple watch prior to resetting my iphone. I had the watch set to unlock upon unlocking my iphone. So now I have no way to unlock the iphone. I cannot figure out how to reset the watch. I tried both of these things:

but neither works. The watch is not connected to the internet so the icloud option does not work. The method of holding the buttons in sequence does not work. I am stuck with an unusable apple watch.
