Can I create another email with iCloud.com. I have one already but need additional email account with certain name.

There is a distinction between iCloud Email Accounts and iCloud Email Address Aliases. One iCloud Email Account can have up to three aliases as per the iCloud User Guide, section "Use email aliases on iCloud.com."
