How do I gift an album to someone who does not have Apple Music, when I do? I cannot see a page with purchasing or gifting options (the sharing I assume is only allowed to others with Apple Music)

Elizabeth,

Make sure you are looking in the iTunes Store, not in Apple Music, as shown below.
