My App Library is on my last screen page . How do I move my App Library to be the second screen page?

You cannot move the App Library. It is designed to be at the end of the home pages. You have the ability to hide other home pages if you wish. See this, Organize the Home Screen and App Library on your iPhone - Apple Support
