I'm wondering if it's possible to selectively transfer data from an old iPhone to a new one? I only want to transfer my contacts.

You can do it easily syncing your contacts to iCloud (from the old iPhone: Settings>[your name]>iCloud>Contacts... enabled).
On the new iPhone, as soon as you access iCloud (using the same Apple ID), your contacts will populate Contacts app.

if both use the same appleID (they all your apple devices should) and sync with icloud then it comes out of the box without you taking any actions
