If I delete a photo{s} from my iPhone, after it has been backed up to the iCloud, will it delete it from my cloud storage?

Yes. If you delete a photo on your iPhone then it will get deleted on iCloud as well. iCloud is not an archiving service. iCloud is a synching service. You can, however, save low resolution version of your photos on your iPhone while maintaining the full quality on iCloud. This saves storage space on your iPhone. You an turn this feature ON in Settings âž” Photos : Choose Optimize iPhone Storage.
