Gift card uses

My daughter got an iTunes card and added the funds to her account now she wants to use it to buy a gift card for her brother but iTunes says she may not send gifts

Apple doesn't allow iTunes Store credit to be spent on gifts, items from a different Family Sharing group member, or disaster relief campaigns.
