Your Apple TV box needs an Apple ID account to sign in to, in order to access iTunes Store content, App Store content, and iCloud content.

If this is a new account, then that Apple ID account must be verified (reply to email), and it must have full details (billing address, payment method). See if there is missing information to add. Manage your Apple ID - Apple
