Flexible Space in Customize ToolBar

Mac OS 11.1

Flexible Space in the Customize ToolBar does not work like in previous versions. The space if a thin vertical line and there is nothing flexible about it. In previous versions it would expand and contract depending on the amount of icons and the window size such as to continuously accommodate a well laid out icon display in the ToolBar. Is there something I am doing wrong or is this a bug.

The redesigned toolbars (pick an Apple application) in Big Sur force new restrictions on placement that were not previously present in macOS. From my perspective, it is a design bug, not a feature, or anything that we users are doing wrong.
