I have never used Apple Pay before but got a text message that my card was added to an iPhone 8 mbl owned by Sam. The message came from a mbl number:***** *** 260.
Message states that if this is not my device, I should contact : ****
i have an iPhone
please advise urgently

The text message is fraudulent. You can safely ignore the message/block the number.
