if i store all of my videos an photos in icloud can i Erase the ones that are on my device
If I was to the store all my photos and videos in my iCloud now will I be able to delete the space off my phone

No, because that will simultaneously erase them in iCloud as well as that's how iCloud works and was designed - it's a syncing service, not a cloud-based service.
