If the message states that your Apple ID is disabled for security reasons see the instructions in: If your Apple ID is locked or disabled - Apple Support


If it states that your account is disabled in the App Store and iTunes, contact Apple support. See the instructions in: If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support


Or if it is the phone that is disabled (rather than the Apple ID or account), see: If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
