Is there a way to remove an iCloud to put in mine because I’m an apple owner n I found an iPhone 11 on the bus n I would like to use it n prolly give my little sister my iPhone 7 Plus

No. Apple device is not finder, keeper.

Activation Lock is a theft deterrent feature with no bypass or workaround.

Without the owner's authorisation (Apple ID & password), no thief or anyone including you can re-use the device.

Hand it over to the police.
