11 inch vs 12.9 inch iPad Pro
Is the only meaningful difference between 11 and 12.9 inch the size? Or is iOS different for the two, allowing different features (and if so, what are the differences)?

If you're talking about iPad Pro 12.9 4th generation compared to iPad Pro 11" 2nd generation, yes the main differences are the screen size and the screen resolution. See this comparison:--> https://www.apple.com/ipad/compare/?device1=ipad-pro-12-9&device2=ipad-pro-11
Both of them run current iPadOS 14.3 with no restrictions.
