Cardiac fitness unavailable

I have the series 6 Apple Watch, and iPhone 11 Pro. Both are up to date but it still says this cardiac fitness feature is unavailable

Apple Watch Series 6, watchOS 7

I do not have the option to set up. I click on learn more and it takes me to the site you just took me too.

I search in browse to set it up and it’s not there

Have you updated the watch to WatchOS7.2?.

Yes, both watch and phone up to date

Restart phone and watch.
