I cannot turn off my sons iPhone screentime lock as forgot password and every time I use Apple ID and other password in order to go to reset it, it doesn’t let me it just locks me out again for another hour. How can I unlock the screentime ?

If that doesn’t work you will have to restore the phone to factory settings→Restore your iPhone, iPad, or iPod to factory settings - Apple Support. But don’t restore a backup, because the backup contains the Screen Time passcode.
