How to create a new Apple ID

You haven't supplied any detail in your question. I presume that she has her own Apple device with which to sign in using her own Apple ID? It's pointless setting up a new ID if you have just one iPhone (as mentioned in your profile).

When she has the Apple ID, and has signed into her device, then set up Family Sharing.
