Selective transfer of apps across iPads

I have 2 iPads with an App on the old iPad that I want on the new iPad. I cannot download the app from the App Store as it says the App is no longer in the Store. Is there any way I can transfer the app from the old iPad to the new ipad? I have been using the new iPad for a few months so do not want to lose any apps or Data already on it.

Apps can only be installed from the Apple App Store; Apps cannot be transferred from device to another.

Apps can be withdrawn for many reasons. If an App has been withdrawn from the App Store, either by the App Developer or by Apple, it cannot be (re)downloaded or (re)installed.
