Apple Watch Serie 6 gps watchOS 7 and iPhone 6 iOS 12.5.1

Why can not pair my watch serie 6 with my iPhone 6 with iOS 12.5.1?

In the watch app it goes until the pairing mode and then say me that I have to upgrade iOS but there's no upgrade available , how can I do???

An apple watch 6 requires a phone with ios14, which is an iphone 6s or higher.
