Why do I have insufficient iCloud storage. I do not have anything on iCloud to my knowledge. I have a new phone why should I need more icloud storage

One possibility is that you still have a backup from your old phone on iCloud and that is taking up the storage. The following has instructions that may help you determine what is using the storage space: Manage your iCloud storage - Apple Support
