Account disabled

My account was disabled because the credit card I use was compromised and thus I had to cancel it and was issued a new one. When my ICloud storage invoice was rejected because I hadn't updated my account with my new credit card, it disabled my account. I have tried to update the credit card in my settings but it will not allow me to.
