I have a brand new iPhone 11 running iOS 14.3. It will send but not receive sms messages. This is not the notification issue which I see frequently referenced, but lack of receipt of the message entirely.
iMessages work fine.

Disregard, I had switched to iPhone from pixel and had not reactivated google messenger. Once I do it solved the issue.
