Finder doesn't remember tabs after closing or reboot MacOS Big Sur

In MacOS Big Sur Finder doesn't remember the opened tabs after closing Finder. It's very annoying and it used to work on my old MacBook Pro. Could somebody help me with a fix? Is it possible?

Two things, if you close a Finder window with tabs, all the tabs will be closed. The second thing is, make sure "Close windows when quitting an app" is unchecked in System Preferences > General.
