Check the photos are turned as on and synced https://support.apple.com/en-in/guide/icloud/mmb1de40d9/icloud

To access photos sign in in with web browser with account credentials at www.icloud.com and view photos https://support.apple.com/en-in/guide/icloud/mm73262d11fe/icloud
